TFA Cymru is pleased to welcome the official publication of the new Agricultural Landlord and Tenant Code of Practice for Wales, launched today (02 April 2026) following a collaborative process led by the Welsh Government and key organisations, including TFA Cymru, who represent farming, landowning and professional interests across Wales.
The voluntary Code sets out clear expectations for the conduct of all parties involved in creating, negotiating and managing agricultural tenancy agreements. This includes landlords, tenants and the professional advisers who support them. Its overarching aim is to promote clarity, communication and mutual respect, strengthening relationships across the tenanted sector and encouraging positive, collaborative behaviours.
TFA Chief Executive, George Dunn said:
“The publication of this Code of Practice follows concerted lobbying from TFA Cymru following ongoing concerns about the poor treatment of tenant farmers by some landlords and their professional advisers. Although voluntary, we hope that many landlords, particularly the institutional landlords, will agree to formally adopt the code and to reference it in their tenancy agreements.
Those bodies involved in resolving disputes including tribunals, arbitrators and courts are also encouraged to consider the Code of Practice when making awards on costs for the disputes which they determine so that they penalise poor practice and incentivise good behaviours.
TFA Cymru hopes that the new Code will lead to a step change in conduct between landlords, tenants and professional advisers fostering a more transparent, fair and collaborative agricultural tenancy sector in Wales.
TFA Cymru will monitor compliance with the Code and will continue to urge Welsh Government to consider following England’s decision to appoint a Commissioner for the Tenant Farming Sector to oversee the operation of the Code in Wales.
With concerns often raised about unbalanced arrangements and unfair treatment, this new Code represents a meaningful step forward for tenant farmers across Wales and demonstrates a shared commitment of endorsing bodies to fostering transparency, fairness and mutual responsibility. TFA Cymru looks forward to supporting the sector as the Code is implemented.
